COVID-19: latest rules for entering Hungary

Rules for entry of students into Hungary during the current Covid-19 situation (as of 15 July) 

Please note that from the perspective of the new travelling rules, the below groups of non-Hungarian citizens are treated as Hungarian citizens:

  • individuals and their family members who have the right for permanent residency and can certify their right for permanent residency in Hungary
  • individuals holding valid resident permit issued for more than 90 days for the purpose of residency in Hungary and can present the permit when checked at the border.

The current restrictions do not apply to individuals who can prove at the border that they have contracted COVID-19 in the past six months. 

Countries have been categorized into three (3) different groups, based on the actual infection rate and their current COVID-19 pandemic status:

  1. if the current rate of infection is low: ’green’ country
  2. if the current rate of infection is not serious: ’yellow’ country
  3. if the current rate of infection is serious: ’red’ country

The status of each country that is currently in the ’yellow’ and ’red’ categories will be frequently reviewed and updated by the Chief Medical Officer of Hungary. All other countries are deemed to be ’green’. For your reference, see below the risk levels of different European countries as of July 12. (Source: koronavirus.gov.hu).

Please also note that the below categorization and/or restrictions around travel are subject to change at very short notice, as indeed we have recently seen.

Entrance to Hungary for Hungarian citizens 

Hungarian citizens and their family members arriving

  • from ’green’ countries: no restrictions apply
  • from ’red’ or ’yellow’ countries: medical test at the border will be administered
  • If the COVID-19 test is positive, the authorities will order the individual to quarantine at a place to be determined by the authorities. If the health status of the individual is of low risk, the individual shall be ordered to self-quarantine at home.
  • If the COVID-19 test is negative, the individual shall be ordered to a self-quarantine for two weeks at home.
  • If the individual does not have any accommodation or a temporary residence, the place of quarantine will be determined by the authorities.

No quarantine is required if the individual can prove that s/he has taken two (2) COVID-19 tests that were both negative and were taken consecutively within 48 hours of each other and up to five (5) days prior to entering Hungary. The certification for testing needs to be provided in Hungarian or English.

Those who are in self-quarantine at home can request permission from the authorities to take two (2) COVID-19 tests within 48 hours.

If the individual has travelled to Hungary from a ‘yellow’ country, and his/her first test is negative, the authorities will release him/her from quarantine. However, the individual will be required to take a second COVID-19 test. If that test is positive, the authorities will order that the individual go back into quarantine.

If the individual has travelled to Hungary from a ‘red’ country, the result of both tests must be negative before the individual is released from self-quarantine.

Entrance to Hungary for non-Hungarian citizens 

  • from ‘green’ countries: no restrictions apply
  • However, if within 14 days of arrival, the individual notices any symptoms of COVID-19, s/he is required to stay at home (or at their place of residence) and inform the authorities immediately by phone.
  • from ’yellow’ countries, individuals need to be tested for COVID-19 at the border.
  • If the test is positive, the individual cannot enter Hungary.
  • If the test is negative, the individual will be required to go into quarantine at a place to be determined by the authorities. If the health status of the individual is of low risk, the individual is required to self-quarantine at home.

If the first test is negative, the authorities shall release the individual from the order of quarantine. However, the individual will be required to take a second COVID-19 test. If the test is positive, the authorities will order that the individual goes into quarantine.

  • from ‘red countries’, individuals will not be permitted to enter Hungary.
  • However, students with papers attesting to their status as full-time students (presenting a valid school certificate at the border) can enter Hungary, if the Police Authority grants an exemption, and for reaching that you have to fill out a form (Police Equity Request Form, Help for filling the document). Once the police permission is granted to you, it will be mailed to your home address and you have to present that permission together with all other documents at the border of Hungary
  • If you are a student travelling from a red country and having the above police permission, once you have your visa and travel to Hungary, you will be subject to a medical exam as you enter the country. If you do not show any symptoms of Covid-19, then you will be asked to a mandatory self-quarantine for two weeks. If you do show symptoms of Covid-19, then you will be asked to quarantine at an officially-designated site arranged by Hungarian authorities.

Those who are in self-quarantine at home can request permission from the authorities to take two (2) COVID-19 tests within 48 hours. If both test are negative, the authorities shall release the individual from the order of quarantine.
Please note that the cost of the COVID test shall be borne by the applicant from August 1.
