COVID-19: latest rules and information

Dear Students,

We kindly ask you to pay attention to the following regulations concerning the Covid-19 pandemic. If a student is getting under epidemiological observation, being quarantined or being positively tested by SARS-CoV-2 PCR, the University of Veterinary Medicine Budapest (UVMB) has to be IMMEDIATELY informed by sending an e-mail to [Click to see email].

This provision comes into force immediately and applies until withdrawal.

Please pay attention that according to the Rector’s directive No 1/2020/2021. (VIII.26.) if the UVMB is not informed immediately and/or further provisions related to the pandemic are violated intentionally, the student is getting immediately banned from further studies at the UVMB.

At the same time please also follow the most important safety regulations:

  • Please do not come to Campus if you are feeling ill or showing symptoms.
  • Everybody is to disinfect their hands when entering the college building. There are several touch-free hand disinfecting stations provided throughout the building.
  • Students can come to lecture hours in case they either wear a mask or keep 1,5 m social distance.
  • Full class, alternating half class lecture hours will be carried out depending on the current situation.
  • In case of the practicals where the distance cannot be kept, the students are required to wear a mask.
  • The classes, practical rooms and restrooms will be disinfected frequently.
  • Body temperature will be checked by automated infra-red system also with contactless thermometer.

Hand-out for PCR Testing

1. Please open the link sent via email, follow the steps and register, then book an appointment. Please send an email to [Click to see email] about the time and place of your PCR appointment.

2. Please send the following to [Click to see email]
– the police decree about quarantine
– proof of payment that you have paid the fee regarding route permit (3000 HUF)
– Date, time and place of PCR appointment
– Place of your quarantine in Budapest

For the route permit fee please process 3000 HUF transfer to:

When sending transfer please make sure you note the following: Your name, address of your quarantine
time and the name of the University (University of Veterinary Medicine Budapest)

3. Following this, you will receive your route permit and the route plan how you can get to your appointment.

IMPORTANT!
Please make sure you only request an appointment if you have a valid reason to do so. Please also note that testing is for leaving quarantine earlier and it has certain fees. If an appointment has been already booked, but it is not needed, the student can delete it from the system themselves.

It is compulsory to book an appointment in order to get tested.

The results of the PCR test will be automatically sent out to the email address provided by the student.

You will need to send the 2 negative test results back to the Hungarian authorities ([Click to see email]) when you have them.

They will contact you via email and send you the decision to release from quarantine therefore you MUST use an email address that you currently use and check frequently.

The resolution sent to you will be in Hungarian. Please send it to us so we can help you with the translation.

Once you have obtained your results, please send a copy to [Click to see email].

Updated information on entering the country and starting the academic year 2020/2021

Please note that those students who have entered or enters the country before 1st September 2020 do not need to consider the new regulations.

You may come to the campus of University only if you have two PCR tests taken in Hungary and within 5 days and 48 hours apart! Please note that we are aware of the fact that organizing tests is time consuming, it will not cause any disadvantage for students involved.

Information on tests:

Univet agreed with Semmelweis Central Laboratory to carry out PCR tests for our students. This means, that there will be time slots defined, and we are going to help in organizing the testing. Details will be published in e-mail about this soon.

Please be informed, that the cost of the tests need to be paid by the students.

Based on the new regulations published on 30 August 2020, new rules will apply for foreign students as of 1 September, 2020.

The most important measures in summary:

Students with residence permit

According to the government regulation 408/2020. (VIII.30.) on travel restrictions during the epidemiological preparedness period, those who hold and present at entry a valid residence permit to stay in Hungary for a period exceeding 90 days issued on any legal grounds by the National Directorate-General for Aliens Policing or a residence permit (type D visa) is subject to the same assessment as a Hungarian citizen.

Those of you who have residence permit are taken as “Hungarian citizens”, and if you plan to arrive to Hungary after 1st September, 2020:

  • Students must undergo a medical examination, which they must tolerate.
  • In case infection is suspected based on the medical examination, the student will be placed in a quarantine or official house quarantine designated by the epidemiological authority for 14 days. In this case the epidemiology authority decides the concrete place of the quarantine.
  • In case no infection is suspected based on the medical examination, the student will be placed in a quarantine for 14 days in their residential address, or if there is no such address in official house quarantine designated by the epidemiological authority.
  • Upon entering the country, you will receive all official information on the contact information of the authority and where to send claims.
  • You may send in a claim to go for taking a test, and if both of your PCR tests are negative, an official claim can be addressed to the epidemiological authority for releasing the quarantine.

Note: Providing address for house quarantine, in case you have no apartment yet:  McDaniel College (as a partner of Univ. Vet. Med., Budapest) is reserving hotel rooms at a discount for purposes of quarantine at the 1078 Star City Hotel, at István utca 14. or 1077 Baross City Hotel, Baross tér 15. (These are three-star hotels near the campus with whom McDaniel College has partnered for many years.) While you are in quarantine, the housing services of the College will work with you to find a permanent accommodation for the semester.

 

Student who have no residential permit yet

After 1st September, you may only enter with filling out a Police Equity Form

  • Please find attached a detailed manual to help you to fill out the Form.
  • Please note that you have to fill it out and upload your official letter of admission.
  • Please note that the police permission procedure takes about 5 days!

After having received the permit to enter the country:

  • Students must undergo a medical examination, which they must tolerate.
  • In case no infection is suspected based on the medical examination, the student will be placed in a quarantine or official house quarantine designated by the epidemiological authority for 14 days.
    • Students may leave official home quarantine with the permission of the epidemiological authority responsible for issuing the official home quarantine decision, to take two PCR tests within 5 days and 48 hours apart.
  • In case infection is suspected based on the medical examination, the student will be denied to enter the country!

Please note that if one of the PCR tests is positive, the current procedure of the National Public Health Center must be followed.

Online teaching rules

We understand your concerns. As far as hands on practice is very important in veterinary teaching, thus online teaching will only be available in limited period of time and only in justified cases!

It will only be allowed for students:

  • who are unable to enter the country based on their claim sent in e-mail
  • who are forced to stay in quarantine due to the new regulations from 30th August, 2020 and
  • only for limited time!

COVID sickness during the Semester

In case you get the COVID during the Semester:

  • please send in an official doctor’s note on the case
  • it will be taken as an absence and same rules apply as in any other cases of sickness
  • the current procedure of the National Public Health Center must be followed.

Information about starting the academic year 2020/2021

General provisions

University of Veterinary Medicine Budapest will start face to face teaching on the 14th of September, 2020.

All students who are able to enter the country are required to come to classes. We suggest you to arrive in time, in order to have enough time to get the tests or finish the home quarantine before 14th September, 2020.

All students will be given two masks with the logo of the University at the beginning of the academic year until 14 September, 2020 the latest.

According to the current situation, Hungary is moderately affected by the corona virus pandemic. The Ministry also responsible for higher education has decided to launch the school year on the regular way with specific conditions.

Prerequisites for registration

Please fill out the mandatory questionnaire as soon as possible!

We have sent out the link for the google form for all students in Neptun. Please check your e-mail.

Please note that providing false information in the questionnaire results in legal consequences and might lead to termination of the student status.

If you don’t fill it out you cannot register for the semester!

Based on the information given in the questionnaire:

  • Those students who have already been in Hungary for two weeks are exempted from testing.
  • Those students who are still abroad or have just arrived less than within 14 days are asked to provide tests, or stay at home for 14 days.

 Two negative COVID tests OR 14-days home quarantine

In case you arrive from a country regarded as yellow or red country by the Hungarian State – based on governmental decision – starting the school is only possible with two negative COVID tests, not older than 5 days, and there should be 48 hours between the tests. Alternatively you have to go to quarantine for 14 days. Shortening the time spent in quarantine, you may request two PCR tests (for details please see the COVID information: https://univet.hu/en/2020/08/26/covid-19-information/

Those students who have already been in Hungary for two weeks are exempted from testing.

You may also choose to stay at home for 14 days, as a home quarantine, instead of carrying out the two tests. This way, you may follow the lectures and classes online for two weeks only.

If you think that you will need to quarantine in Hungary and you have no address yet, we have arranged accommodation possibilities in two three-star hotels near the university, the Star City Hotel or Baross Hotel, please send a request to this e-mail address  [Click to see email] as soon as possible.

We organize COVID testing possibility on Campus, the final dates will be announced later.

Safety regulations

We are aware of the fact that regulations are not enough to stop the virus, only responsible behavior can help, therefore we strongly ask for your close cooperation in taking the safety regulations seriously.

We ask you, that if you feel sick, have a fever or a cough, go to a doctor, but do not come to the University!

We are preparing a detailed institutional policy on the safety regulations, which will be published on the website (https://univet.hu/en/coronavirus/uvmbs-measures/) after accepted by the Ministry.

Taking out the most important safety regulations:

  • If any particular sign that may indicate infection or illness is detected in the institution, it is to be reported immediately to the Study Secretariat in accordance with the pandemic regulations.

Hybrid teaching

Hybrid teaching is the mixture of the face to face and online teaching.

Students who are not able to enter the country for various reasons are required to send a claim in e-mail and provide information on the problem. Every case will be monitored individually.

Please note that students, whose claim on joining the online teaching is not accepted, must attend classes!

For students who are allowed to participate in the online teaching online registration for the semester is also available. Following the online classes is mandatory.

The online teaching will be available only for a limited number of students. To make up practicals, please note that we have only limited capacity.

Please also note, that we provide a minimum of practical trainings for all students who cannot attend personally.

Procedures regarding the rules of entering Hungary and special medical examination for non-Hungarian students and higher education staff

General provisions

Based on the current level of infection in other countries, the National Chief Medical Officer published a decision listing the countries and their administrative regions categorized as „yellow” and „red”, which can be found here: https://www.nnk.gov.hu/index.php/nnk-kozlemenyek

The higher education institution shall issue a certificate in accordance with Annex 1 to a non-Hungarian student (hereinafter: student) for entry to Hungary. The identification of the student on the basis of their non-personal data (passport number and nationality) will be recorded in a central unified electronic interface set up for inspection by the National Police Headquarters.

The student must contact the higher education institution of which they are a student, and must arrive at the accommodation specified in the certificate within 24 hours after entering Hungary.

Rules pertaining to the entry and medical examination of foreign students equated to Hungarian citizens

According to the government regulation 341/2020. (VII. 12.) on travel restrictions during the epidemiological preparedness period, those who hold and present at entry a valid residence permit to stay in Hungary for a period exceeding 90 days issued on any legal grounds by the National Directorate-General for Aliens Policing or a residence permit (type D visa) is subject to the same assessment as a Hungarian citizen.

  1. From the territory of a „green” country or administrative region, the student can enter Hungary without any restrictions. The higher education institution may establish different, stricter rules regarding the student’s entry into the higher education institution.
  2. Upon entering from a „yellow” or „red” country or administrative region, the student must undergo a medical examination, which they must tolerate.
  3. If arriving from a „yellow” or „red” country, and in case no infection is suspected based on the medical examination, the student will be placed in a quarantine or official house quarantine designated by the epidemiological authority for 14 days, which may be replaced by a dormitory if it complies with the rules of official house quarantine, ie. complete quarantine (using separate sanitary, laundry and cooking facilities in the room). The epidemiological authority shall register the person placed in the official home quarantine.
  4. Epidemiological monitoring is not required if the student can present the results of a molecular biological test (SARS-CoV-2 test) at entry – performed twice in accordance with professional healthcare rules, at least 48 hours apart, and within 5 days prior to entering Hungary – in the form of a medical examination certificate in either Hungarian or English that certifies that SARS-CoV-2 coronavirus was not detectable in his body at the time of the examination, or if he can credibly prove that he had already been infected during the six months prior to entry.
  5. If entry to Hungary takes place at least 14 days before the day of enrollment, a 14-day official home quarantine must be completed, or – as per the approved request of the student – a molecular biological test (SARS-CoV-2 test) can be carried out, performed twice at least 48 hours apart, in accordance with professional healthcare rules. The student’s higher education institution participates in the organization of the molecular biology test and it is carried out by the regionally designated medical higher education institution. Using public transport is not permitted for the student to visit the sampling facility; they must arrive at a pre-arranged time wearing a mask.
  6. Students coming from a “yellow” country may leave official home quarantine with the permission of the epidemiological authority responsible for issuing the official home quarantine decision, if the result of the first molecular biological test confirms that SARS-CoV-2 coronavirus was not detectable in the student’s body at the time of the examination.
  7. Students coming from a “red” country may leave official home quarantine with the permission of the epidemiological authority responsible for issuing the official home quarantine decision, if the results of both the first and second molecular biological tests confirm that SARS-CoV-2 coronavirus was not detectable in the student’s body at the time of the examinations.
  8. If either of the tests shows the presence of SARS-CoV-2 coronavirus in the student’s body, the current procedure of the National Public Health Center must be followed.

Rules pertaining to the entry and medical examination of foreign students without Hungarian citizenship not equated to Hungarian citizens

  1. From the territory of a „green” country or administrative region, the student can enter Hungary without any restrictions. The higher education institution may establish different, stricter rules regarding the student’s entry into the higher education institution.
  2. Upon entering from a „yellow” country or administrative region, the student must undergo a medical examination, which they must tolerate.
    • If arriving from a „yellow” country, and in case no infection is suspected based on the medical examination, the student will be placed in a quarantine or official house quarantine designated by the epidemiological authority for 14 days, which may be replaced by a dormitory if it complies with the rules of official house quarantine, ie. complete quarantine (using separate sanitary, laundry and cooking facilities in the room). The epidemiological authority shall register the person placed in the official home quarantine.
    • Epidemiological monitoring is not required if the student can present the results of a molecular biological test (SARS-CoV-2 test) at entry – performed twice in accordance with professional healthcare rules, at least 48 hours apart, and within 5 days prior to entering Hungary – in the form of a medical examination certificate in either Hungarian or English that certifies that SARS-CoV-2 coronavirus was not detectable in his body at the time of the examination, or if he can credibly prove that he had already been infected during the six months prior to entry.

The student’s higher education institution participates in the organization of the molecular biology test and it is carried out by the regionally designated medical higher education institution. Using public transport is not permitted for the student to visit the sampling facility; they must arrive at a pre-arranged time wearing a mask.
    • Students coming from a “yellow” country may leave official home quarantine with the permission of the epidemiological authority responsible for issuing the official home quarantine decision, if the result of the first molecular biological test confirms that SARS-CoV-2 coronavirus was not detectable in the student’s body at the time of the examination.
  1. A student arriving from a “red” country or administrative region of a country may be granted an exemption at the request of the competent local police authority according to the place of intended entry, thus entering the territory of Hungary may be permitted.
    • The police authority will allow entry if the applicant proves that the purpose of entry is to fulfill an obligation to study or to take an exam on the basis of their student status, if this is evidenced by a certificate issued by the educational institution.
    • Upon entry, the student holding a permit must undergo a medical examination, which they must tolerate
    • If no infection is suspected based on the medical examination, the student will be placed in a quarantine or official house quarantine designated by the epidemiological authority for 14 days, which may be replaced by a dormitory if it complies with the rules of official house quarantine, ie. complete quarantine (using separate sanitary, laundry and cooking facilities in the room). The epidemiological authority shall register the person placed in the official home quarantine.
    • If entry to Hungary takes place at least 14 days before the day of enrollment, a 14-day official home quarantine must be completed, or – as per the approved request of the student – a molecular biological test (SARS-CoV-2 test) can be carried out, performed twice at least 48 hours apart, in accordance with professional healthcare rules.
