The above piece of legislation is essentially to assist the entry of students of higher education.
Article 5/A of Government Decree No. 291 of 2020 (VI. 17.) on travel restrictions during the state of disease control preparedness entered into force on 4 July 2020, in pursuance of which foreign citizens arriving from abroad and possessing a valid residence permit entitling them to reside in Hungary for a duration exceeding 90 days can – without having to lodge a written request on granting entry – enter Hungary if they present the residence permit issued to them upon entering the country. The above piece of legislation is essentially to assist the entry of students of higher education.
When entering Hungary, foreigners holding a residence permit shall also undergo medical checks conducted at the state border. Should medical checks reveal the suspicion of COVID-19 infection, the epidemiological authority would designate a place of quarantine in a healthcare institution.
Should medical checks not reveal the suspicion of COVID-19 infection, the epidemiological authority would order a mandatory home quarantine for 14 days at the home address or place of residence of the foreigner during which time (s)he is not to leave the given address.
Foreigners holding a residence permit may be exempted from the 14 days mandatory home quarantine if, upon entering Hungary, they possess documents not older than 5 days issued in English or Hungarian certifying that SARS-CoV-2 tests conducted on two occasions did not reveal coronavirus in their bodies at the time of testing.
